Volvo: headlights, fuse panel, fuse box

Question
I did not check the power with a meter. I just tried a new bulb and it did not work. Would the other lights still work if the switch is bad? Is there a headlight relay that could be bad?
Thanks

I have a 1998 XC70. The headlights both stopped working. The running lights, brake lights, etc all still work. I checked the bulbs and the fuses. What am I missing?
Thank you.

Kent,
By testing the headlight you did mean that both operate and there is no power to the bulbs with the light switch on, correct? The fuses are good, then headlight switch.

Answer
Kent,
Well testing with a new bulb is good and that would mean that no power is flowing to the headlights. Most of the time the headlight switch is at fault, however there is a relay (the bulb out relay) in the fuse panel box. Relay 104/108. You did say that you tested all the fuses? Both the main fuse box and that smaller one left shock tower area.
