engine management light is on all the time Independent volvo dealer plug it in last week he found the wire from to the engine idle speed controller trapped under the cover of the idle speed controller, the wire was bare so would have been sorting out on the engine block. he repared the wire. but the light stayed on when he put a volt meter on the wires to the idle speed controller, they show that the wires are putting out a lower voltage than they should.

any ideas

If those wires had been pinched or bare, is it possible that they are pinched in another spot also? I can not think of any other reason the voltage should be low. Have the shop you went to run the car and watch the scanner in the monitor mode and see if there are any signs of other problems. Possible in the monitor mode some other reason for the low voltage may show up.
