Volvo: MPG request, volvo s 40, fuel economy

Question
What is the expected Miles per Gallon for the 2000 Volvo S-40 1.9? I just bought the car and it is getting about 22 MPG.

First of all, MPG can vary from car to car (even if your buddy had the identical make and model car, manufacturing variances can affect everything from acceleration to reliabiliy, and yes, fuel economy).  But, 22 MPG is stellar for a 6 year old car...I looked up the specs and they claimed 21/28 city/highway, respectively.
