Volvo: V70 T5 electrical problem, turning the key, electrical problem

My friend has a 1998 V70 T5 sedan. She went to turn the key on and the flashers started going off, and the car wouldn't start. She turned the ignition off and the flashers continued to flash without the button being pushed. The radio was sporadic, and the thing mounted in the center of the firewall was constantly clicking. Looks like a metal speaker with a lead coming off of it.

Hello Ken! It sounds like the alarm system was activating. The oart on the firewall is the horn for the alarm. It may be broken. Do you have a remote for the car? If not you can turn the alarm off by turning the key in the drivers door. Locking will arm it and unlocking will disarm it.
