Volvo: green relay under steering wheel, fuel pump relay, seperate issue


Question
I was driving one night and the battery light blinked once and car was shut down.My 1983 240 DL B23F has tricked me into thinking that the fuel pump relay is no good.The question is the pumps should work when the key is turned and the dash lights don't work either.The fuses 11&13 have no power.I'll figure it out soon checking all components but the relay looks burnt and no voltage to the coil.Ever run into this situation?

I would replace the relay first off, that might be the cause of your lack of power to fuses 11 and 13.  I would also trace back the coil wire until you get current, because that could be a seperate issue.  First though, replace the relay, and see what changes.  Those usually create multiple problems.
