Volvo: 98 V70 XC- Keyfobs dont work, v70 xc, keyless entry system

Hi. We just got a used 98 V70 XC wagon.  It's great except the keyfobs don't work.  The previous owner said they stopped working when he replaced the battery.  I'm aware that when you put in a new battery you need to reset the radio, and that's been done.  I called Volvo and they said this shouldn't affect the keyless entry system.  
I tried the tips for programming the keyfobs (ignition on to position II 5x) but this didn't work.  I put new batteries in both keyfobs and that didn't work either.  
I saw a mechanic and he thinks it's a relay- whatever that means.  All I know is that he said it could be hundreds of dollars.  I was thinking about trying a different keyfob- saw them on ebay pretty reasonably priced.  If I do this, do I do the ignition programming?  
What do you think I should do?

Hello Michelle! The keyfobs may need to be re-programmed or replaced. With your year and model, a special tool is needed to program them. Only a dealer or a Volvo shop would have the tool. No matter what you do, you will need the special tool to re-program it. I hope this info helps.
