QuestionIf your driving on a main street and making a left hand turn into a smaller street. The smaller street has a stop sign the main street doesn't. both are making left has turns. 1 turning into the smaller street the other turning left into the main street. who goes first the one in the main road with no stop sign or the one with the stop sign?

Lets see if I have this straight - Vehicle A is on Main St and will turn left into
Elk St and does not have a stop sign. Vehicle B is on Elk St and wants to turn left
onto Main St. and DOES have a stop sign.
Since you are from New York State, (as am I) I will reference the NY VTL.
According to para 1142 ...after having stopped shall yield the right of way to any vehicle which has entered the intersection from another highway or which is approaching...
Since vehicle A does not have a stop sign he may enter the intersection with the right of way (unless turning left and there is traffic coming from the opposite direction and proceeding straight on Main St).
Bottom line - vehicle B must wait until it clear from both directions on Main St prior to turning.
Hint - if traffic coming from your left is making it very hard to turn safely - than turn right, and attempt to make a legal U-turn (see para 1160e & 1161), or pull into a parking lot, then make a second right turn. It may take a bit longer, but will normally be safer.
