Who is responsible to check out and sign off an emergency vehicle. The assigned driver or someone who is designated but not assigned to drive the Emergency vehicle? Is there any Laws or Regulations for the state of California on this matter?

I don't know of any state law (I am from CA) that dictates this procedure, but most departments that use emergency vehicles equipted with lights and sirens usually will have a procedure for the driver, who operates the emergency equipment, to check the equipment before going out into the public.
