Driving & Driving Test Tips: Address of Albuquerque Secretary of State office, new mexico state, state goverment

Question
moving to Albuquerque, New Mexico in late July. Need to register our vehicle, change our address for our driver's license.  Also, do we need to take a road test for our new home state?  Also, the approximate time we can go w/out changing our license plates to New Mexico?
