Driving & Driving Test Tips: is it my fault?, whos fault, intersection

Ok i was driving and i was fixing to take a turn because this guy on the corner had his signal on and stopped well when i was turning this guy just zooms right passed me and hit my car on the side it mad like a scratch or two on my car and thats it well he stopped but then i didnt want to because it was on the middle of the road so he went and i just went and avoided charges and things like that i think? well whos fault is it is it mine or the other driver please answer my question as soon as possible

Please describe the intersection or location of the collision,  give the directions of travel prior to the collision, and the directions of travel just before the contact between the vehicles.

Were you signalling your turn, and which way was the other driver signalling?

Please explain the part of, "i just went and avoided charges and things like that i think?"
