Driving & Driving Test Tips: New Drivers Regulations, passing the driving test, concise question

Sir,

A close personal friend of mine passed her car driving test yesterday.  As a result, another friend of hers(doubtful), has informed her that there are a couple of new rules for newly qualified drivers recently introduced this year, namely:
1. That for a period of six months from the date of passing the driving test, "P Plates" are obligatory.
2. That also for a period of six months from the date of passing the driving test, she is NOT permitted to drive on motorways.

I have serious doubts about the validity of either of these rules, however I am also aware of the way the DVLA/Government like to slip things under the door when your not looking.

Could you please clarify the legality of these rules or dismiss them as the rantings of a psycopath without a licence.

Thank you for your clear and concise question.

I must begin by stating that I am an EX-driving examiner, and therefore the following is to the best of my knowledge and belief.

I have been aware for some time that there are proposals afoot to introduce probationary licence regulations, which I believe are connected to the EU harmonisation of national driving licence standards (e.g. In France, one is required to display a “A” plate (Apprentice) following a successful test) and other variations across Europe.

However, I have no knowledge whatsoever, of any legislation either passed or pending,  that places ”P” plate or motorway driving obligations on a newly qualified driver.

I have consulted with colleagues still examining and searched the DVLA site (www.dvla.gov.uk/) and found no knowledge or mention of these issues.

Further, I would state that a law (if it exists) cannot be enforced if it is a secret.

In conclusion, I would say that you would be safe to ignore any suggestions to the contrary, unless the informant can produce any statistical data such as what legislation and when was it introduced?

According to my research, (albeit, with limited access) there have been no such legislation since 6th February this year.

P.S. However there are other provisions in force that do affect new drivers, amongst them is included the provision of withdrawal of the licence and compulsory re-testing if convicted of driving offences within a specified period (I believe 1 or 2 years) of the test, also a new driver may not supervise a learner driver during that period.
