Transportation and Vehicle Safety: Instructional Permit, public highways, twenty one years

I just got my instructional permit in New Mexico. the
general rule is that the driver must be with an adult 21+
years of age with a full license held for 3 years or more.
my question is: while i drive, with my mom or my dad, can i
have other people under 21 in the car at the same time? or
is it strictly one driver and one adult?

As far as I know, there are no restrictions as to having passengers during the student training period, as long as the instructor is 21 years of age or older, has had their license for at least 3 years, and is occupying the right front seat. Once you receive your Provisional license however, everything changes. See below for more info.

1) Driver Supervised Training

a) Supervision of another driver who is at least 21 years old.
b) Must be licensed for at least 3 years.
c) You must practice driving for at least 6 months.
d) You must log 50 hours of practice with at least 10 of those hours occurring at night.
e) Once you pass the test, you will be issued a provisional license.

2) Provisional License Restrictions

a) No more than one passenger under the age of twenty-one who is not a member of the licensees immediate family.

b) The driver may not operate a motor vehicle upon public highways between the hours of midnight and 5:00 AM.

3) A provisional licensee may drive at any hour if:

a) Accompanied by a licensed driver twenty-one years or older.
b) Required by family necessity as evidenced by a signed statement of parent or guardian.
c) Required by medical necessity by a signed statement of parent or guardian.
d) Driving to and from work by a signed statement from the licensee's employer.
e) Driving to and from school or religious activity by a signed statement of same.
f) Required due to a medical emergency.

4) In order to graduate from a provisional license to an unrestricted license:

a) The driver must have held a provisional license for the 12 month period.
b) The driver must not have been convicted of a traffic violation 90 days prior to applying.
c) The driver must not have any traffic violations pending at the time of the application.
d) The driver must not commit offense involving the use of alcohol or drugs.
