have 1992 ranger with 2.9 engine. push the on dash 4x4 putton and does not engage. is this a vacum problem or a fuse blown

I would check out the electrical first.  It could be anything from a bad switch, broken wire or a a bad ground.  I would purchase a repair manual and a test light or multimeter and start chasing out wires looking for an open circuit.
