need to know where to find the spring-load device that will make installing the serpentine belt easier...or do i need to move the alternator around?  oh, 91 jeep cherokee 4.0l

On my 94 Wrangler, the idler pulley is fixed.  The belt is adjusted by the power steering pump.  I would suggest that you purchase a repair manual (around $20) for your model Jeep.  These manuals give step by step instructions on most repairs, such as replacing, and adjusting the serpentine belt.  These manuals can come in handy for future trouble shooting.  They can be purchased at most auto parts stores.
