Answer
Andrew,

   I suggest the following.

malfunction 18 step 1

On the side of the injector pump. Look for the fuel shut-off linkage (Timing cover window)  remove the cover and ensure that the fuel shut off clevis is tight. If the shut off linkage is binding it could cause a hard start/no start or sticking of the governor. Also check to ensure everything moves as intended and that all external springs are connected to the linkages as needed. Goggle 9-2320-361-34 and look at  under troubleshooting.

Malfunction 21-fuel injectors deliver excessive fuel

Ensure fuel return lines are not restricted. Use an air hose and blow them out.

I do not recommend adjusting the injector pump without following the timing procedures and the compensator adjustment procedures.

I also recommend adding biocide (fuel stabilizer) to your fuel system. Limited use causes algae to grow in the fuel. It looks like black slim and clogs filters and causes other problems. This will also work to preserve the effort you put into servicing the fuel system.

The 361 series technical manuals have a lot of useful information. the 9-2320-361-20 has theory of operation. Here is a link to the injector pump manual 9-2910-226-34: http://miscpartsmanuals3.tpub.com/TM-9-2910-226-34/. I have provided you with what i think is the most likely cause based on vehicle usage without condeming the injector pump, it is a possibility but I would check for something simple first.
