Hummers: 86 chevy cucv, us army mil, bright headlights

Just bought an 1986 chevy 1 ton(1.25ton?) cucv.6.2 diesel.  Volt gauge reading high when it finally starts charging. Put alternators in shop-one needed a diode. Both putting out 14.5+/-now.  Here's the symptoms-key on, volt meter in yellow. Alt 1 light on dim. Alt 2 light off. Mash brake pedal or pull out light switch and alt 2 light comes on bright(headlights don't come on). Start truck, volt meter stays in yellow until I rev it or start driving, then goes to green and beyond to high red the faster I go. Headlights won't come on until volt meter shows charging.  Blackout switch works and will kill all lights like it's supposed to. Can't find anything obvious. Checked continuity across any suspect looking fusible links

I would verify that the alternators are connected properly. It is normal for one of the alt lights to be on at idle and go off after gently pushing on the acc pedal. I suspect that the alternators are working properly if the wiring checks out. There is a diode and two relays under the dash for the charging circuit.
