I'm wondering if it is possible to convert the electrical 24 volt system in mil vehicles over totally to 12 volt? How hard is it if so? Can the existing wiring harness be used? Thank you for your help.

Anything is possible.

However converting a military vehicle to 12 volts would be  im-practicle. It would require changing the starter, alternator, cold start components, injector pump cap, wiper motor, and lights just to name a few. You could use the existing wiring but would need a schematic.

CUCV's can be converted to 12 volt somewhat easily because they are dual voltage systems and based on a commercial vehicle. HMMWVs can be converted but have military spec electrical components that must be substituted with 12 volt components.

If you are trying to run 12 volt accessories ( a radio, fog lights, 12 volt outlet)you can use a 24 volt relay to supply power to a 12 volt bus when the power switch is turned on. Make sure you use appropriate gage wire and fuses!
