What does exempt miles exaclty mean? Is there a way to get a title saying the miles on the car how they really are? Please explain what exempt mileage means.

Exempt-to free from an obligation or liability to which other's are subject, or released from an obligation.
You are taking a big risk purchasing an exempt vehicle. However, use it to your advantage, and knock a few thousand off the purchase price.
You will not get a title saying the miles on the car but you can pull a carfax on the vehicle to give you some history on the vehicle.  Good Luck!
