Tips on Buying Cars: Bought a car with lien, small claims court, outright fraud

Question
Friend bought a car (cash) with a lien on it. He has a "written" bill of sale and is not notarized. Person (seller) who signed it is a family member, not the person who is the lien holder. In other words, the registration is not under the person who sold the car. However, the buyer is in possession of car. He is weary and wants to return car, but sellers well not sell back the car.  What makes it odd is the car has a lien more than double what he paid. What to do in this bad situation?

Answer
This is outright fraud that happens every day where someone buys a car with a lien from a third party that can't be found after the transaction, in this case being a family member that can be located buyer got lucky.

Demand a full refund, tell seller a lawyer will be contacted or a claim will be filed with small claims court right away along with a letter to the DA office " It's not legal to sell something that don't belong to you "
