I have a 2001 Dodge Stratus with 110,000 miles.  Runs very well, paint is slightly fading.  Has had lots of TLC.  I'm planning to retire in 2015.  Should I buy a new car now  and take advantage of deals or wait 2 more years so new car will be newer when I retire?

With the new gov't "CARS" cash you must consider this gift from Uncle Sam of $3,500 or $4,500 available today. A quick survey at "Edmunds.com" appraises your cars value at approximately $1,100. You will save up to $3,400 if your offered the maximum $4,500. This plan may not be around two years from now or even 2 months from now. For me, I would take advantage of todays low finance rates, low prices, and gov't credits. The "CARS" deal is terrific if your car's trade value is less than the $3,500 credit. Also, if you plan to finance your purchase you may be offered a better interest rate while your employed and have employment income. Car prices increase each year and trade-in values decrease. Your car may need repairs during the next two years. When you look at the opportunity lost by waiting, today may be the best time to buy. Can you believe, today people buy cars at huge discounts, with gov't credits, at "0" interest for 72 months and save on fuel costs. It's sounds too good to be true but it is true.
