Tips on Buying Cars: Possible fraud, cibola county new mexico, small claims court


Question
My Nephew and I bought a truck from a business owner down the street for 1500.00 last Thursday. I did consider him a friend . He said he needed the money and we need transportation (as the bus system went out of business and we are on foot ).
He gave me the title and bill of sale. Come to find out it was an older title and a new one has a lien on it from the IRS according to the DMV.
My friend says he paid the IRS a few years ago and it should have been free (released ). I am almost  certain he no longer has the $1500.00.My friend gave us a note saying he would take care of it or refund the money by WED.
I have a bad feeling about this . I am disabled and on foot again . I just can't walk to this place or that -though my Nephew is better able to .
I am trying to find out if my friend is telling the truth about the IRS lienon line  being paid off if possible . Or how to find out if the truck still has this lien on it .
The truck is a 93 duel cab chevy pick Up. I live in Cibola county New Mexico -zip 87020.
This could get real ugly between his family and mine and I really need help.  I do not have the money to hire an attorney nor can I walk to get legal aid .

If in fact there is a lien on the vehicle then it's fraud, unless it's settled, small claims court will be a step to take, but before we dive further into this, give me an up date.
