Tips on Buying Cars: Non-U.S. Purchaser, relevant issues, extradition

Question
A friend of mine from Europe would like to buy (cash) a new car from a U.S. Dealer and ship it back to Europe.  I am trying to help him find answers regarding Title, Taxes that need to be paid here in the U.S. and any other relevant issues that need to be addressed.  Can you help?
Thanks,
Dan

Answer
Dan,

This is a very complex issue.  In order to complete all the necessary extradition paperwork, and pay the appropriate taxes, your friend will need to call the consulate office for his country here in the United States which will more than likely be located in either California or New York City.  That is the only information that I can give you on this subject.  Sorry that I can not be much more help.

Thanks - Jb
