No, it is not safe to use ST tires in place of P type tires.

ST tires are high pressure trailer tires (Special Trailer) designed exclusively to be use on trailers.  They do not have great traction nor handling capabilities, nor are they built to the same quality levels as P (Passenger) car tires.
