Tires: Tires and ABS system, http www youtube, etyres

Question
1)I need new tires but 2 old ones have some tread left. Where should I put the two new tires on my E150 Ford van (front or rear)?

2)When braking the final stages (under 5 mph) the pedal ceases on occasion (about every 3-4 days). Told this and ended up with $640 brak work and problem still there. Now said it may be sensor for ABS system. They tested and don't know which one and said drive until it gets worst.  Any ideas (i.e. replace front sensors now - or is it another problem?)
