I'm going to make an assumption that both tires are the same size - that is, all the numbers are the same in the same order, like this: P215/60R16 vs 215/60R16. Notice that one of the sizes has a "P" in front of the tire size. That means it is designed to a US tire standard, where the one without the "P" may be designed to a European or Japanese tire standard.
If that is true, then there is a slight difference in the way in which the tire standards are written that results in a slight difference in the way load carrying capacity is expressed - and for practical purposes, those tires are interchangeable.
