Tires: V vs H rated tires, 2007 toyota avalon, toyota avalon

If my 2007 Toyota Avalon recommends a "V" tire what is the issue if I put "H" tires on the car?

There are 2 issues:

1)  The higher the speed rating the safer the tire.  In order to get a higher speed rating, the tire has to be built better.

2)  The higher the speed rating - as a general rule - the better the cars grips and handles.  Some consider this a safety issue as well.
