Tires: Trailer Tires, trailer tires, tongue weight

I have a 16foot bumper pull trailer with tandem 3500LB axles. The trailer is rated at 7000lbs. It would give a nominal payload of 5500 lbs as the trailer weighs 1500. The tires on this trailer are p225-75-r-15 which indicate a maximum air pressure of 35 psi- Therefore I cvan only assume they are a 4 ply tire. My question is are these tires capable of handling the full 7000 lbs that the trailer is rated for? I would appreciate any thoughts or comments you might have as I am planning on hauling a skid steer on it next week that

A P225/75R15 is only capable of carrying 1793 # MAX, so 4 of them would only be 6814 #.  This is short of the 7000#, however, the tongue weight is subtracted - it is generally 10% to 15%, so the tires are OK for the trailer.

How much does the skid steer weigh?  I'm guessing it may be near the max - if not over.
