what does it mean when the  says the belt is gone on the inside of tire and what
can happen if not replaced

This does not make sense.  Belts on a tire do not just disappear and they aren't replaced.  They are an integral part of the tire.

The only thing I can think of is that the belt has detached from the tire and is missing - we call that a tread separation and you should IMMEDIATELY stop your vehicle and put on the spare - followed by replacing the tire.

But I suspect this is not the case and there are either some missing words or some different words that are being told to you.  So ask again what they are trying to tell you.
