I have a 2002 Ford Focus with 195/60R15 tires. What is the smallest tire both width and height I can put on this vehicle?

You should be very careful about going smaller, because this gets into load carrying capacity of the tire - and that's a safety issue - the smaller the tire, the more likely the tire failure.

I recommend you don't go any smaller than what is on your vehicle placard, which is usually located on the doorpost or in the glove box.
