Will a 5x115 bolt pattern fit a 5x114.3 bolt pattern properly. I am trying to put them on a 2000 Chrysler Concorde.

No.  

No matter how you slice it, the conical seats of the lugnuts will be off center compared to the rims and that means all the holding force is concentrated in a little tiny area.  Either the rims will be damaged or the lug nuts will come off.
