Tires: 24 Wheel Wobble..., hunter gsp9700, wheel wobble

I have 24" wheels on by '03 Expedition.  I have had about 4 wheel balances, but the steering wheel still wobbles at 60 to 70 mph.  There are times, on a smooth stretch of FWY, that the steering wheel doesn't wobble, but for the most part the problem is there.  Is this an alignment issue or a balance issue and what can be done to solve the problem?

Expeditions did not come with 24" rims, and aftermarket rims generally fit a variety of vehicles.  To accomplish that, rim manufacturers make the center hole oversize, so the rim does pilot on the hub - unlike the OE rims.  

So your first step ought to be to verify that the rims have the proper hub rings, which will allow the rim to be properly centered on the hub.

But since you don't have a wobble on smooth roads, I don't think this is the problem.  I suspect to have something loose or worn in the suspension and because 24" tires don't have much sidewall - and therefore don't absorb the bumps in the roadway well.  This results in any slop being transmitted through to the steering wheel.

But as a check, find someone with a Hunter GSP9700 to check the road force values.
