Tires: tire wear poor on 99 v-6 Camry, mileage warranty, better mileage

Question
I have 80k on my '99 v-6 Camry and am about to buy my fourth set of tires!  One of the previous expert answers mentioned these cars are notorious for tearing up front tires. Questions:
1) Toyota wants H tires on these, though dealer says T would be safe and I'd get better tire tread wear with them.  Is it safe to use T w/this car and would I get better wear with a T.  (Dealer says that mileage warranty is voided if you go against manufacturer spec. on speed rating of tire)
2)  Do you know if Toyota has a tire program (consumer compensation) for this car as this must be an engineering defect of some kind.  Also, is there a consumer agency to complain about this?

Thank you,

Answer
Rob, Legally Toyota can not install less than a H rated tire. Unless you drive over I'M on a regular basic you can install the less rated tire yourself. They should get better mileage but you give up some of the handling. I am not sure about the warranty issue.
