Tires: Tire rotation, discount tire store, michelin brand

Hello ! Jack, Nice of you to offer your assistance on this Great site.
I had a situation come up with a discount tire store and need your opinion / advice.

I own a 1996 S-10 pickup. I had a slow leak in my right front tire. I asked them if they would put my two rear tires on the front since they are practically new and have the most tread life.
They refused ? Said something about a Michelin policy which prevents them from obliging my request.
I even told them that i bought my rear tires at a Discount tire and showed them the reciept. They still refused to place my better rear tires on the front.
Ever since i learned to drive i have been taught to place your best tires on the front {if you cannot afford all new ones}.
Because the front tires do all the most aggressive turning and they are the first to hit anything that is in their path.
Is my thinking wrong or is Discount tire trying to force me to buy 2 new tires ?
Either way i feel that as the customer i should have the right to request that the best tires with the most tread be placed on the front. Providing that there are no safety issues involved.

Also, they said Michelin policy "but" none of my tires are Michelin brand so why would they being trying to apply it to different brands.

I know of no reason for them to have you do this. I have run Michelin for years and have always rotated the tires and at the very least kept the better looking ones on the front. Michelin at one time did reccomend not rotating your tires. Their thinking was you could leave the rear ones alone and replace the front tires as needed. That was before tires were getting 60 and 70K. Sounds like they just want to sell you more tires. Now if the worn out ones have a lot of wear you may not want to run tires on the front with better traction than the back. Michelin does not reccoment mixing tires types or sizes at all.
