Tires: Light truck/SUV tires, michelin ltx m s, uniroyal laredo

I have a 1996 Honda Passport that is used for highway driving.  I am concerned about snow traction, ice braking, rolloing resistance, road noise, and ride.  What would be the best/least expensive tire you would recommend?

I would recommend the Uniroyal Laredo All Season AWP. They run about $75 for the P225/7R15. They are made by Michelin and since being bought out by Michelin most Uniroyl tires have come a long way. Stay away from the TigerPaw brand they are very bad in the snow. If you wanted to spend around $100 a tire I would recommend the Michelin LTX M/S. Bottom line is you get what you pay for.
