Tires: Vibration from steering wheel, cv joints, steering wheel

Hello,
I have had a vibration in my steering wheel since this past Saturday.  It begins @ 20-25 mph and tops out @55.  
I got the tires rotated and balanced the other day, but that didn't solve anything.  I took it to another shop yesterday to have it aligned, but they said it wouldn't do any good..they thought I may have a bent rim, but that proved to be false.
They said I needed a new set of tires;little treads left and tires out of round.  Suspension seems to be tight.
Could this vibration be caused by a bad set of tires?

Tire related (and other rotating wheel end) vibrations usually occur in the 50 to 70 mph range.  Yours starts too low and stops in the range it ought to be worse, so I'm leaning toward some other component - CV joints.  Could also be transmission or engine related.
