I would like to know what tires are the best for my 1991 honda prelude vtec and what tire size would you recommend thanks.

The problem with trying to determine what is " best" is - what do you mean by "best".  Best handling, best wear life,
best durability, best wet traction, etc.

IMHO, the "best" overall answer is what came with the vehicle orginally.

You can determine the original tire size by the placard.

The placard, among many things, tells the original tire size and the proper inflation pressure for that tire size.  The placard is usually located on a doorpost or in the glove box.

I like to use 3 to 5 psi above the placard.  I get better fuel economy, better tire wear, better wet traction, better snow traction, better steering response, better tire durability, and only give up a bit of ride harshness.

"They" say you should check your tire pressures once a month.  (In case you didn't know, tires leak very slowly.)  Don't trust the guys at the shop to check your inflation.  These guys are paid by the hour and this is one of the easiest things to shortcut.  Besides, there are a lot of mechanics you don't know where to look for the proper inflation.  No, it is not on the sidewall.

If my book is right, the original tire size on your vehicle was a 185/70R13 on a 5" rim inflated to 28 psi front / 26 rear. I'm afraid that to get to a 60 series tire, you'd need at least a 5.5" rim.
