Motorcycle Safety & Driveability: 2 questions: Gears & clutch; modulating light, headlight circuit, downshifting

Can you tell me where I find out if modulating headlights are legal in Ohio and West Virginia? Are these not a valuable safety feature?  How does one wire this into your existing 1982 HONDA CM450E?

Second: I was riding Sunday and just downshifted in the city to climb a fairly steep hill that I have climbed before. I was in second gear, after downshifting from third, when I gunned it a little.  The bike accelerated, then suddenly reved loudly... having slipped into Neutral. It scared me. it took a second to realize what had happened, and to reshift into second... where it stayed for the duration of the hill. Do I have a developing problem, or should I be worried?  This is the first time this has happened to me in four months of riding this bike. Mileage has increased from 14,000 to 17,000 since July 4th. As far as I know, I've never heard of modulating lights being illegal, and frankly I think the more safety you can incorporate into your riding the better.

The modulator should have instructions, and will simply splice into your headlight circuit.

Once in a while, you may not realize it but the trans won't get a solid shift into gear which can cause it to slip out like you have described.  I wouldn't worry about it unless you see it crop up more frequently.  Even my last bike I bought brand new has slipped out of gear on occasion.
