Motorcycle Safety & Driveability: bmw suspension, bmw suspension, bmw riders

1985 k100 rs, has 87 k75 forks with cross brace,fox adjustable rear shock.

at 25 mph or less bike has a horrible wobble/headshake and pulls to the right.  softening rear compresion helps but then cornering at highway speeds is wobbly, still pulls to the right.

cant find a balance, should i service the forks, different oil level, spring rate, is the triple tree out of alignment?

any help would help.
