Used Cars: Is it legal?, emission testing, cold air

I recently just got a car. It's been less than a month and i have realized a lot of things are wrong with it that my warrantie will not covered. Such as: My battery is really low on energy and need to get it replaced, my AC stopped blowing cold air, my two front tires are no good, I don't know how much gas i have because the needle doesn't work, I had to put a bottle and a half of oil for the engine, and the check engine has been since maybe the fist or second week i got it. The problem now is that i have to take it to pass emissions. I live in Arizona and they have told me it's illegal for a dealership to sell me a car that will not pass emissions(cars with check engine usually don't pass emission testing) So what do i do now? I always get horrible customer service, the man that called me last refused to listen to me and hung up. I just don't know what to do anymore.

This looks ugly, I have one major Q before I go further " did you buy this vehicle AS IS ?

I will advice you best I can, submit me dealers name or website and make sure you check the " make private box "
