Used Cars: I need some advice, better business bureau, craigslist org

Hello. I am going to buy a used car under $3500.I am college student, first time driver. I'd like to ask you a few questions about buying cars from dealers. Recently I found these 2 ads:

Obviously these 2 cars are sold by dealer. But since the ads do not say anything about their dealership business and their location,I think this dealer is local. So, is there any possibility that dealers are scammers?(I'm not talking specifically about this dealer, I'm talking about all local dealers). Since they are local I cannot find any information about them.Sometimes on Craigslist I find some dealers list their cars but identify themselves as owners.I'm not sure if they intend to do so. I'm just afraid that dealers are irresponsible.
 So how do I check whether they are trustworthy dealers? Should I ask for some kind of business certification? Also, is it correct that all dealers must have Buyer's Guide sticker? I was told that if dealers do not have Buyer's Guide sticker, just walk away.
Also, will dealers take care of all the paperwork and I just need to sign and pay?

Hello and thanks for your question. Sometimes a dealer will advertise a vehicle for sale as owners because CraigsList limits the number of cars a dealer can have listed at one time. I know my limits are 5 per day. I wouldn't think of that as a scam, just the dealer trying to get more cars on the site. I would always be cautious when dealing with anyone that you are not familiar with.  If you want to know a little more about the dealer and their business ethics you can check with the Better Business Bureau in your state. They will have any complaints from customers registered with your state since the dealer opened. As far as Buyers Guides, in Michigan(thats where I am) i do have to have all vehicles tagged with a "buyers guide" stating if the vehicle has a warranty or if it is sold "AS IS". If a vehicle does not have a buyers guide just ask if there is an warranty on the car or if it is "as is". A dealer is required to do all of the paperwork here in MI. If they say that you can go to the DMV and pay the taxes yourself that is a scam. That is fraud and you don't want any part of that dealership.
