Used Cars: I need some tips when buying a used car, lemon car, buying cars

Hello. I am a college student in the process of buying a used car. Since I just came to the US for 4 years and I am first time driver, I have no experience in buying cars. So I have a few questions that I need you to clarify:
1)After I decide to buy the car, what is the general procedure I need to do to become the legal owner? I'm especially concerned with the auto insurance. Do I buy insurance after I buy the car or I have to buy both at the same time?
2)What documents, certifications, etc... do I need to see and get from the dealers and private sellers? (both cases)
3)What cars would you recommend? I can only spend $3000 at most and I prefer Japanese car, but I will consider all options.
4)Do you have any tips to check the engine? I think I will need to bring the mechanic with me to check the car or bring the car to him for inspection. A reliable car is all I need.
5)Final question is about GPS. Do all cars have DC power to run the GPS? I really need the GPS because I'm not familiar with the streets. Without the GPS I won't be able to drive the car home after buying it. With maximum price of $3000, most cars are from 94-2002.So will they have DC power? If not, what do I need to do?

I would greatly appreciate your time answering my questions.I'm just afraid I will get a lemon car with a high price and then will have to spend time fixing it.

You are asking 5 questions, so let's start with #1

1,,, Glad to see you brought up the issue of Insurance,,, you don't buy any car before you check the rates with an Insurance company,,, you being a student in the US, have you got or can you obtain a previous driving record from the past ?,,, it will help lower the rate in many cases.

2,,, whom ever you purchase from you need a clean title with no lien.
