Used Cars: title reassignment, giving me a hard time, citiban

I have a question about a car I just purchased.  The person was a licensed dealer working for a dealership, but made a private sale to me. The car was repossed from a connecticut resident, and the dealer sold the car to me.  He never titled the car to himself, and when I signed it looked as If I bought the car from citibank, the bank who owned the car, now the registry is giving me a hard time, cuz the dealer signed in wrong spot purposely trying to avoid taxes.  What are my right in this situation, because the registry is now asking for something I cant provide, which is a letter head paper from someone working at citiban stating I brought the car from them, when technically I did not, and the guy is now stalling with the info, and is 2 hours away from me.  Can U help me out with some advice on this??

The dealership doesn't pay taxes, you do. The dealer is obligated by the state to collect the tax from you and give it to the DMV. As a licensed dealership they are acting as a agent for the state. If you agreed to a "Out the door" price, that includes your tax title and plate fees. The dealer is avoiding you because he has to take a portion of the money he got from you and give it to the DMV, leaving him less money for the car. If the dealer doesn't take care of this for you ASAP you should inform them that you will have to report them to the DMV. In this case you haven't done anything wrong, what the dealer has done is called "jumping title" and is illegal in all states.If they wont make it right then just tell the DMV the truth of what happened. You will have to pay the tax and the dealer will get hit with a huge fine. So its in the dealers best interest to fix this for you.  Thanks for the question and good luck,  Shane
