Used Cars: Car titile, driving a car, state of washington

I purchased a suv from a guy in California, I was there on vacation. He told me that he bought it brand new and it was completely paid for. I paid him the money for it and he told me that he would mail me the title because he could not find it at the time of the purchase. He promised he had and he seemed like a really honest old guy. Well for 3 months he kept telling me he was still looking for it. 2 more months go by and his phone number is no good and I can not find him any where. The people I know in CA went to the address of the guy and there is no one living there. I live in the state of Washington. How can I get this thing registered and re-titled? Hope you can help. Hey William, I really don't want to make you feel bad, but you most likely have been had, your driving a car without a title, a car that most likely will show a lien when all is said and done, we all learn from our mistakes, so let's see where we can go from here.
