Does MC authority include ICC authority, if not what is the difference

Dick, it's all the same thing.
The ICC was terminated in 1995, and remaining regulation transferred to FMCSA which is part of DOT.
People still refer to the MC number as an ICC number since there are still a lot of old numbers still in use.
