Trucking: Freight Payment requirements, freight invoices, freight payment

I have a shipper that I feel is refusing to pay freight invoices due to they think they have been overcharged on other freight invoices so they are holding payment back.

What is the ICC regulations on freight payment from shipper to contact carrier?

Jim, there is no ICC anymore.
Common Carriers are governed by the FMCSA.

Contract Carriers are governed by the contracts they negotiate with their shippers.
Shipper written contracts tend to allow offset whereas carrier written contracts should specifically prohibit offset.
Read your contract with this shipper and see what you have agreed to.
