a window vendor in montgomery, al told me it was more expensive to ship flat bed vs normal enclosed freight trucking to tallahassee, fl....a distance of 200 mi. the load would be full and weigh approximately 14,000#.

Probably true.  Flat Bed is considered a special equipment move and there are fewer companies running flatbeds.  The standard dry van is plentiful with many carriers competing for the business.  If you have options check both for the best pricing at any given time.
