Trucking: truck tag, arden nc, carrier compliance

QUESTION: My husband has a tack truck (95 Freighliner Distributor Truck). Our driver got stopped in NC (we live in GA) and the officer said that we were not allowed to run a private tag unless we made our own materials that we were hauling. We have to go to Arden, NC to get tack. We have a grading business and we only haul materials that we use for our company (gravel, dirt, etc), but we buy from suppliers. Do we need a for hire tag? Do we have to have an IRP tag just to go pick up materials? Also, is tack (tar) a hazardous material and do we need special permits? our tank is labeled "HOT" on all sides and a placard number we were told to run on two sides.
 He also said we needed annual federal inspection stickers. What is this and do we need it? Do we have to run IFTA stickers for what little we run in NC?

Thank you so much for your help. Our county tag office had no idea about any of it. And the state said I had to talk to co. tag office.

§172.325 Elevated temperature materials.

Elevated temperature materials


(a) Except as provided in paragraph (b) of this section, a bulk packaging containing an elevated temperature material must be marked on two opposing sides with the word "HOT" in black or white Gothic lettering on a contrasting background. The marking must be displayed on the packaging itself or in black lettering on a plain white square-on-point configuration having the same outside dimensions as a placard. (See §172.302(b) for size of markings on bulk packagings.)

(b) Bulks containing molten aluminum or molten sulfur must be marked "MOLTEN ALUMINUM" or "MOLTEN SULFUR", respectively, in the same manner as prescribed in paragraph (a) of this section.

(c) If the identification number is displayed on a white-square-on-point display configuration, as prescribed in §172.336(b), the word "HOT" may be displayed in the upper corner of the same white-square-on-point display configuration.
