Trucking: Type of Authority Needed for Local Work, oil rig, texas dept of transportation

Hi, I live in the Houston, TX area and I have read pretty much for the most part on buying the right truck to do local work based on what I would like to haul. I am thinking of doing hotshot based work but after several years of driving for major carriers as a company driver, I am interested in having my own authority as I would like to drive and work for myself. I want to do local work so I could either buy a daycab or a heavy-duty pickup truck with trailer to either haul cars, or oil rig supplies for the oil rigs.

What type of operating authority would I need for local work? I do not plan to cross state lines as I want to run as an intrastate operation. I am pretty sure I will have to file with the state too, but I wonder if its possible that I can do the application myself, or do I have to use a service to apply? Any other tidbits that I would need to know?
