Truck Repair: Crank Case Breather 2005 Dodge Ram Cummins, crank case breather, dusty dirt roads

Cliff, I have a 2005 Turbo Diesel Cummings and noticed a drop of oil on the driveway every once in a while. The truck has 40K miles now and I notice it only as I get close to changing oil at 6 K new miles and not each time.  When I'm checking the underside it looks like there is a crankcase vent tube that extends down the drivers side of the engine and dumps out underneath direct to the road? Doesn't the Cummins' have a PVC closed system? If I'm correct what keeps dirt from being sucked back up when driving dusty dirt roads. I noticed the drip specifically when I had driven 4700 miles in six days stopping only to sleep 8 hours a day. I was 2K late from my 6K oil change routine and noticed the engine down 3/4 of a quart so during one of the long haul days added the QT.  Would over filling by 1/4 quart cause the drip? Shouldn't this tube have a dust filter if it is just open to the environment? Harley has one on their Motorcycles? Bottom line do I have a problem that needs a fix? Am I missing a part? I like this truck and want it to last a long time.

They call it a "breather" but there is a positive pressure coming out of it.They dont have a "PVC" system yet,I think that is coming in 2007 for all the engines for EPA requirments.I would not worry about a drop or two until its a puddle but with a GOOD air filter & regular maintainance it should last a long time.
