Truck Repair: Cold start injector timmer?, white smoke, wire harness

I have a 1991 Dodge with the Cummins motor.  When I start the motor cold, after the pre-heat light has gone off, I have to give it just a little throttle to keep it running.  After it has ran for a little it's fine.  What's my problem and how can I fix it?

There is a KSB valve that is to control white smoke at start up by adjusting the timing.The electrical system is simple.There is a short wire harness from fuel pump solenoid to intake temp sensor to KSB valve.If it smokes alot when cold then it is not functioning properly.
